In the first years after the moratorium, Japan hunted the highest number of whales, on a ‘special permit’ exception, followed bei the USSR. Both countries also hunted in Antarctic waters. Overall nine countries caught whales in that period, among them Portugal and Indonesia. Indonesia seized hunting in 1987 and Portugal in 1988.
